CSB hosted an international conference

Tbilisi hosted an international conference “Functional and Institutional Analysis of Public Institutions: Regional Perspective”.

The Conference was held by the initiative of the Civil Service Bureau, co-organized by the ACSH - Astana Civil Service Hub and supported by the international donor organization. The event was dedicated to the improvements, challenges and actions facing the issues in the civil services.

Representatives of the member countries of the ACSH participated in the conference, including; Kazakhstan, Uzbekistan, Kirgizstan, Azerbaijan, Armenia and Ukraine.

The head of the Civil Service Bureau of Georgia, Ms. Ekaterine Kardava opened the conference. In her opening remarks she expressed her gratitude to the USAID - partner donor organization and to the Chairman of the Steering Committee of the ACSH for supporting CSB’s initiative to host the conference in TBILISI. According to Ekaterine Kardava, these types of gatherings help both - convener and invitees to get intensively involved and engage the existing challenges. As a result these efforts help enhance and develop civil services. ACSH unites the countries with a similar past that face similar challenges respectively and ensures not only exchange of knowledge and experience but mutual support as well – she stated. At the end of the speech Ekaterine Kardava highlighted the importance of improving organizational issues on the local government levels.

Remarks at the event were delivered also by Ms. Mzia Giorgobiani - Deputy Minister of Ministry of Regional Development and Infrastructure of Georgia; Ms. Laura Berger - Governance and Social Development Office Director at USAID Georgia Democracy and Mr. Alikhan Baimenov - Chairman of the Steering Committee of the ACSH.

Mr. Kaido Paabusk Senior Adviser of SIGMA/OECD; Mr. David Smith – USAID/GGI expert and Ms. Ketevan Tsanava – representative of Policy Planning and Coordination Department of the Administration of the Government of Georgia also brought the audience to their attention.

The conference were also attended by Mr. Bahram Khalilov - Deputy Chair of the State Examination Centre of the Republic of Azerbaijan; Mr. Almazbek Akmataliev - Rector of the Academy of Public Administration under the President of the Kyrgyz Republic; Ms.Lilia Panenko - Head of the Division of functional and legal analysis of the Department of regulatory and legal support of NACS, Ukraine and Dr. Anvar Yuldashev - Professor of the Department ICT in Governance, Republic of Uzbekistan.
