Workshop of the Civil Service HR Managers

On Thursday, April 14th, at the Courtyard Marriott Hotel, the Civil Service Bureau of Georgia hosted a workshop for the Civil Service HR Managers.

The workshop aimed at discussing and analyzing of the existing HRM systems across state agencies. Representatives from Ministries, Parliament of Georgia and the President’s Administration participated in the event. Respective representatives of Georgian nongovernmental and international organizations were invited to the event.

The head of the Civil Service Bureau, Irakli Kotetishvili, and Deputy Minister of Justice, George Vashadze, opened the workshop with a welcoming speech to participants.

The Civil Service Bureau presented its vision for the development of HRM systems in state agencies and concentrated on future plans and strategic priorities of the sector.

HR managers of the civil service agencies reported the status of the HRM system in their institutions regarding the following components:

  • Electronic HRM software
  • Job descriptions
  • Motivational systems
  • Evaluation systems
  • Recruitment procedures
  • Trainings/raising personnel qualification

 

Participants discussed major problems hindering successful and effective execution of the components listed above.

Draft of HRM software of the Ministry of Justice, as well as a draft of the HR Portal elaborated upon by the Civil Service Bureau has been presented and discussed.

The workshop contributed to the identification of immediate needs for the development of HRM systems in State Agencies such as:

 

  • Switching to electronic HRM software
  • Raising personnel’s qualifications
  • Adoption of effective HRM systems (Job Descriptions, Recruitment, Motivation and Evaluation

 

The Civil Service Bureau distributed needs assessment questionnaires during the workshop, analysis of which would facilitate and implementation of the integrated Public HRM Strategy.

Participants discussed and agreed on follow up plans and activities.

The Civil Service Bureau will continue to organize such workshops in order to encourage professional dialogue, experience sharing, and enhancement of communication and establishment of cooperation between HR managers of state agencies.
