Mikheil Saakashvili: “Every civil servant in all government agencies should only be appointed based on the competition”

President Mikheil Saakashvili underlined importance of accountable and strong public sector while speaking about equal employment opportunities in the Georgian civil service.

Mr. President announced upcoming amendments to the Law on Civil Service and mentioned Georgian Government’s online recruitment tool located here www.hr.gov.ge

In his speech during the business award “Mercury 2012”, Mikheil Saakashvili emphasized that everyone who seeks for a job in civil service should only be hired based on the competition.

"The Parliament of Georgia now reviews a new piece of legislation, according to which every civil servant in all government agencies should only be appointed based on the competition. Amendments to the law will also restrict the use of so called “temporary appointments without competition” that has long been regarded as an obstacle to the competition based process"- said Mikheil Saakashvili.

The President also drew his attention on the transparency of the recruitment process in the civil service: "All competitions should be announced electronically, on the following recruitment website: www.hr.gov.ge. Applications must be made only electronically. Job description and competition requirements should be publicly available as well".

These amendments to the legislation were prepared by Civil Service Bureau and can be viewed here.
