Presentation of the second Part of the Human Resource Manual

On the 11th of March the Second Part of the Human Resources Management Manual was introduced to the participants of the NATO Professional Development Programme Conference "Building Capacity for Good Governance." The manual is a joint product of the Civil Service Bureau of Georgia, NATO – Georgia Professional Development Programme and the USAID Good Governance in Georgia (G3) Program.

The Manual will consist of 3 parts. The first one issued last year in July, focuses on strategic HR planning, functions of a HR unit, recruitment, and the selection process and was accompanied by training for 120 representatives of local governance bodies and 60 central government HR managers and specialists.

The 2nd part of the HRM Manual aims to address actual needs and realities of human resource management in Georgian government institutions. It briefly summarizes everything HR specialists have to know in order to fulfill their responsibilities. The manual brings together all HR management policies and practices across different governmental agencies; promotes similar principles and approaches in all public organizations and introduces modern management techniques in governmental agencies. The third part will deal with the topic of dismissal from work.

The manual is being edited by Mary Gabashvili, seconded from the Civil Service Bureau of Georgia as a manager of the NATO – Georgia Professional Development Programme. Also the contribution of human resource managers from different state agencies was crucially important.

The trainings for the HRMs of the governmental bodies based on the second part of the manual are planned for April.
