E-governance Programs to be implemented in Public Institutions
In accordance with the Government Resolution, public agencies are required to develop and introduce automated systems of document-flow and HR management based on the predefined minimum standards, starting from February of the current year. Those public institutions, where the automated systems of document-flow and HR management have already been introduced are required to adjust the respective software with the existing standards.
The standard is aimed at streamlining the information flow among the independent programs of different public entities, which will ensure the timely delivery of documents to the addressees, facilitate their processing, as well as expedite the process of acting upon them. The electronic programs determined by the minimum standards will significantly reduce the costs associated with time, material and human resources.
E-governance programs will allow the public institutions to provide high-quality and eff
ective services to the citizens. The unified standards will ensure the compatibility of the software introduced in different public institutions, thus enabling the Civil Service Bureau and other entitled agencies to receive the up-to-date system-wide information in a timely manner, improve the human resource management policy and practice and utilize the data accordingly.
It should be noted that by the initiative of the Civil Service Bureau the electronic system of document-flow has been successfully introduced in a number of public agencies since 2011 and currently this process is underway in other public institutions as well. Furthermore, the introduction of e-governance programs in treasury (budgetary) organizations is considered as one of the major priorities of the Government of Georgia in 2012.
