Vision of Civil Service Development
Civil service reform is one of the important pillars of public administration reform, actively implemented since 2014 at the initiative of the Government of Georgia. The goal of the reform of the civil service and human resources management system is to establish an effective and efficient civil service based on meritocratic principle, ensuring the promotion and recognition of professionalism.
The successful implementation of public administration reform plays a fundamental role in Georgia’s path towards European integration. The Association Agreement between Georgia, of the one part, and the European Union and the European Atomic Energy Community and their Member States, of the other part envisages the implementation of in-depth reforms in areas such as public administration and civil service. According to the preamble of the Agreement, the following is necessary for its effective implementation:
"…development of civil society, good governance, including in the field of taxation, trade integration and enhanced economic cooperation, institutional building, public administration and civil service reform and fight against corruption, the reduction of poverty and cooperation in the field of freedom, security and justice..."
According to the Association Agreement, “the Parties will cooperate... on further pursuing the public administration reform and on building an accountable, efficient, effective, transparent and professional civil service.”
As part of the civil service reform, significant steps have been taken to develop the civil service system and ensure transparency and integrity. The human resources management system in the civil service has been improved, introducing new approaches to professional development, merit-based employment, and performance evaluation.
One of the notable achievements of the reform is the approval of the Civil Service Reform Concept through the Decree No. 627 of the Government of Georgia on November 19, 2014, and the adoption of the Law on Public Service by the Parliament of Georgia on October 27, 2015, which came into effect in July 2017. In addition, the Government of Georgia developed, for the first time, the Decree on Determining General Rules of Ethics and Conduct in Public Institutions, systematizing ethics and conduct rules as guiding principles and values for the unified civil service.
The Civil Service Reform Concept defined priorities in 10 key areas, aimed at establishing a civil service founded on meritocratic principles and promoting, supporting, and recognizing professionalism.
Since 2015, the vision for the development of the civil service and human resources management system has been reflected in the national framework policy document, the Public Administration Reform Strategy, and its associated action plans.
