Civil Service Development
Matters and priorities related to the development of the civil service are integral to public administration reform. The civil service reform in Georgia began in 2012 with the goal of establishing an efficient and effective civil service founded on meritocratic principles, while fostering support for and recognition of professionalism.
The civil service reform aimed to create a civil service free from political influence and insulated from political changes. Its objectives included strategic development of public institutions embedding European principles of public administration, and ensuring guarantees for professional civil servants.
