Analysis of Professional Development Needs
Analyzing professional development needs at both individual and organizational levels is the first step in the professional development cycle.
At the organizational level, this involves examining the organization's strategy, short- and long-term goals, and action plans to define its primary direction. At the employee level, it requires assessing human capital competencies, interests, and potential to align individual growth with organizational objectives.
Public institutions are required to define professional development needs at the beginning of each year. Additionally, authorized personnel may involve civil servants in professional development programs at any time, as needed.
The analysis of professional development needs is a multifaceted process that includes identifying these needs, processing relevant information, planning activities, and creating and adopting professional development plans. The human resources unit of a public institution shall prepare a professional development plan and upload it to the electronic human resources management system (eHRMS) by March 1 of each year.
