A robust public administration system is essential for democratic governance and serves as the foundation for the effective functioning of the state. It plays a critical role in fostering sustainable development and socio-economic progress. To achieve this, implementing public administration principles rooted in best international practices and tailored to national contexts is crucial.

 

The establishment of strong public institutions with clear missions and efficient organizational structures is particularly significant as Georgia progresses toward European Union (EU) accession. Adapting public agencies' functions and structures to align with EU principles for candidate countries is a necessary step in this journey.

 

The principles guiding public administration emphasize efficiency at all levels of government. Public institutions should follow a clear typology based on their primary functions, ensuring compact and rational organizational structures supported by effective mechanisms. Internal structures shall facilitate the effective performance of functions, promote horizontal coordination, and clearly define hierarchies of powers and accountability.

 

The Civil Service Bureau plays a vital role in strengthening public institutions. Article 104 of the Law of Georgia on Public Service mandates the Bureau to coordinate the organizational arrangements of public institutions and provide methodical assistance through recommendations.

 

In line with this mandate, the Bureau has developed a methodology for conducting functional analysis of public institutions, and guiding principles for organizational arrangements.

 

While these principles are recommendatory, they establish minimum standards and rules for institutions to follow during reorganization processes.

 

The Civil Service Bureau provides consulting and methodological support to public institutions, enabling them to make informed decisions on structuring institutions, determining the number of structural units, and allocating human resources.

 

Organizational analysis, as a self-assessment tool, helps institutions identify challenges, adopt best practices, and introduce innovative methods. Functional and institutional analysis further supports effective management by uncovering organizational gaps.

 

The Bureau prioritizes organizational analysis as a strategic tool to enhance the efficiency of public institutions and implement optimal organizational models. By fostering strong, sustainable public institutions, Georgia ensures its public administration system is aligned with international standards, supporting the country's long-term development.
