Civil Service Management System
Chapter III of the Law of Georgia on Public Service regulates the centralized civil service management system, which operates on two tiers: the Civil Service Council and the Civil Service Bureau.
The Civil Service Council is an advisory body to the Prime Minister of Georgia, established to facilitate the development of a unified state policy in civil service. It composes 11 members and the term of office is four years. The Council is authorized to review proposals for improving unified state policy civil service, hear reports on the activities of the Civil Service Bureau, and develop recommendations based on these reports.
The Civil Service Bureau is a legal entity of public law tasked with improving the civil service system. Its responsibilities include coordinating civil service activities, analyzing human resources management in civil service, monitoring the implementation of unified state policy and operational standards, enhancing professionalism in civil service, promoting accountability in public institutions, improving management efficiency and relevant tools, and promoting a civil service environment based on the values outlined in the Law of Georgia on Public Service.
Head of Civil Service Bureau is appointed by the Prime Minister of Georgia for a five-year term. The legislation defines head’s representative, managerial, and regulatory functions.
The Bureau’s activities are summarized in a report, which is submitted to the Prime Minister of Georgia and the Civil Service Council. The annual report of the Bureau is published proactively on the Bureau’s official website.
