Dismissal from Civil Service

Before dismissal, a civil servant is required to return all property entrusted to them by the public institution during their service. This includes handing over items such as service certificates, passes, or other official identification documents to the authorized representative of the institution.

 

Additionally, for one year after dismissal, a civil servant is prohibited from taking up employment in any institution they supervised during the preceding three years. They are also barred from receiving any financial income from such institutions during this period. These measures are designed to protect the public interest and ensure integrity and effective governance both during and after a civil servant's tenure.

 

Mandatory grounds for dismissal include:

  • Termination of Georgian citizenship;
  • Recognition as a person with limited capacity under the Civil Code of Georgia;
  • Declaration by a court of the civil servant as missing or deceased, or recognition as a beneficiary of support, unless otherwise determined by the court;
  • The issuance of a final judgment of conviction against the civil servant;
  • Commission of serious disciplinary misconduct resulting in dismissal as a disciplinary measure;
  • Receiving two successive unsatisfactory evaluations;
  • Receiving two successive unsatisfactory evaluations during the probation period;
  • Appointment to another position in the state or civil service;
  • Confirmation of drug use, unless for treatment purposes, or evasion of mandatory drug examinations;
  • Death.
