Seminar in Tallinn within the Project “Development of Central Civil Service Training System in Georgia”
The Civil Service Bureau of Georgia in cooperation with Estonian Praxis Center for Policy Studies is implementing a project “Development of Central Civil Service Training System in Georgia” with the financial support from the Estonian Ministry of Foreign Affairs funds for development and humanitarian aid. The project aims at creating a concept of Georgian civil service electronic training management system - e-TMS. The e-platform will be a web-based application that provides a basis for collecting and administering civil servants’ training needs across the civil service system and monitors the quality of undertaken training programs.
In the first phase of the project Estonian experts collected information on Georgian civil service training system through conducting face-to-face interviews with the representatives of Georgian public institutions and analyzing relevant materials, as a result of which experts drafted a concept paper on e-TMS.
Within the current phase of the project representatives of the Civil Service Bureau of Georgia, as well as heads of Human Resource Management departments of five Ministries, and an expert of LEPL Financial Analytical Service visited Tallinn on 27-30 May, 2018. During the visit Human Resource Manager of the Ministry of Social Affairs of Estonia and adviser of Personnel Policy Department of the Ministry of Interior of Estonia introduced participants the Estonian experience in organizing training in civil service and discussed the draft concept paper on e-TMS. Participants also had an opportunity to visualize Estonian e-TMS system and examine the system on place.
