Transparent, accountable and quality driven civil service is a cornerstone of a democratic state in any modern society. The aim of the reform is to create effective and transparent state institutions in Georgia while ensuring fair and equal treatment of its citizens. Efficient civil service is also an important step for future integration into European and Euro-Atlantic Organisations. Georgia has committed to reform the Civil Service with the support of various international organisations such as: the European Union (within the framework of the Eastern Neighbourhood Partnership (ENP)); North Atlantic Treaty Organisation (NATO) (within the framework of Annual Action Plan (ANP)); Open Governments Partnership (OGP), etc. Despite numerous successful initiatives implemented within the reform process, the civil service in Georgia still faces many challenges.
